LOOK | SLSU-SSCF officially released its 2025 Revised CBL

SSCF President and Student Regent (SR) Jan Angelo Claierx Paderon explained, the revisions aim to improve the CBL in terms of serving the students and governing of councils and student leaders.

Months after plebiscite voting, Southern Luzon State University – Supreme Student Council Federation (SLSU-SSCF) officially released its 2025 Revised Constitution and By-Laws (CBL) refined and adopted on Oct. 9, 2025.

SSCF President and Student Regent (SR) Jan Angelo Claierx Paderon explained, the revisions aim to improve the CBL in terms of serving the students and governing of councils and student leaders.

“Sobrang outdated niya na and hindi na siya responsive d’on sa mga student needs, [...] the de facto issue na nangyayari is the expiration of the (2021) CBL [kaya] we have to really amend that matter,”

Paderon said.

Among the major changes introduced in the 2025 revised CBL is the defined roles and responsibilities of the federation and organizations under Article VII, including the addition of executive positions: ‘Vice President for Finance and Income-Generating Projects (IGP)’ and ‘External Audit,’ with the latter operating under the Student Judicial Court (SJC).

Aside from leading the Constitutional Committee, the roles and responsibilities of senators now explicitly include policy-making and resolution drafting.

Furthermore, local student council positions in Article IX are clearly defined and differentiated with the inclusion of a General Secretary and an Assistant Secretary, alongside the expansion of positions under the Office of the Student Regent (OSR) in Article X.

It can be recalled that the Federation’s CBL expired in September 2024 leading to the temporary adherence to the University Code of 2009, Article 460, prompting the enactment of a closed-door, senator-only election.

“Very undemocratic para sa mga estudyante na gustong bumoto, and may kanya-kanya tayong perspektibo, particularly sa satellite campuses na hindi naman nagiging collective yung votes,”

Paderon added.

Since the ratification of the CBL, the Federation proceeds with the implementation of its amendments through corresponding policies and programs.
